The tide shouldn't have any effect on when the reds will be hitting the Russian.  It takes the fish about a week to make it to that point, but by then they're spread out in comparison to how they flood into the river with the incoming tide at the mouth.  As for Kings in Soldotna, I do believe that there is a correlation, but I can't tell you exactly what it is.  Maybe someone else here can?
