I am of the opinion that your lead-headed jig will put it to the very bottom of the stream. The norm is the unweighted fly, leader, and forward lead presentation to put the lead on the bottom, thus allowing the fly to rise somewhat off the very bottom into the zone of the aproaching fish.

ADF&G is specific as you can see by the excellent follow-up post. Conform with them and your results should be better.
