right, Bernie, the September 15 opener above the road bridges is the normal rule. Last year, the Buskin had an emergency order that delayed that due to low water and no fish anywhere, but the flip side was, when they did start, they issued an EO allowing you to take 5 silvers per day from the Buskin i/o just 2. (record silver return last year) So EOs are not always bad news.  I caught my last fresh, bright silver from the Buskin on November 4th. On the 5th, the flyline was freezing to the guides, so I called that my last day.
