Very Complex huh!

Please dont miscontrue that i am "for" an IFQ, im totally undecided...but I'm also looking long term here and I worry that many are not doing this.
Yes the Charter Capt is providing Transportation - i dont dispute that, but I also dont think you can tell me thats "ALL" he's doing...truly he is guiding you to the fish.
We just need to remember this...those FISH don't "Belong" to us until they are caught, they are a Federally Managed Species, and the fact that they exist in State waters doesnt change this - the SOA has NO CONTROL HERE. Those fish also dont belong to a Comm guy until he catches them...he has a license (called and IFQ) just like we do.
ARe there flaws in the current structure of the handout of the IFQ- YES - TONS. But all of that can be changed, or at least I would hope that could be changed.
To address a different issue that someone else brought up, the "Logbooks" - All i can say to that is, this IFQ issue didnt just pop up. Its been a real possibility for MANY years, and if the Charter guy has been "cookin" his books on the light side then there is a bigger problem at hand - certainly if i was a charter boat and i KNEW the IFQ was coming, then you can be DAM sure i wouldnt be "forgetting" to log my fish....if anything, i'd probably be logging little over....remember - thier getting 125% of thier catch rates!
This is the Age old - Comm fish Vs Sport Fish Vs Charter vs Guide....in the LONG RUN i have to wonder if the IFQ isn't a better platform for management - at some point (not right now - we are at the top of the life cycle) there will not be enough "Butz" to satisfy all of the user groups, and i'd rather manage now for my children and THIER children than cut off my nose to spite my face just becuase i didnt like the idea of the IFQ.
I hear alot of emotional answers and statements in regards to the IFQ, but so far i dont see any that really hold water. I look at this and wonder why it is some charters "Dont" want it. If you all could get your IFQ without having to pay for it...say it was structured a little differently so no one charter benefited at the expense of the other...would you still be against it?
