A couple of things not mentioned is the "study" on which the quotas on are to be based on. It is from log books that were suppose to have been filled out by operators in 97/98 time frame. No one did any serious checking to insure the books were maintained or accurate. Fish and Game admits that they are not accurate and suspect. Also a good number of charters that were operating then are no longer operating, for various reasons they gave up the business. I've heard anywhere from only 15% to 50% are still operating from that time period. I don't know the real answer. They will be entitled to a quota. Operators that have been in business since 99 or 2000, are not entitled to any quota. As far as fishing is concerned, operators get the same price per person. If they have a limited quota based on weight, where do you think the operator will take people to maximize the number of clients they can take? One client catching two halibut weighing a total of 150 pounds or three clients catching two chickens apiece for a total of 150 pounds? One client at $150 or three at $150 for a total of $450? If they have to buy a quota, it would be good business sense to maximize clients. (I would rather catch a couple 30-40 pounders because I think the eating is better but that's just me.)
