I think the point that some of you (and the state) are failing to understand is the legality and the difference between commercial and sportfishing.  A commercial operator is given a quota, catches the fish, and owns the fish (to sell at market).  A sportfishing charter captain takes paying clients (with state fishing licenses) out to fish. The client catches the fish. The client retains the fish.
I propose the following:

A client is licensed to legally catch two fish and
A client catches two fish
Therefore the two fish legally belong to the client

The IFQ proposes the following:

A clent is licensed to legally catch two fish and
A client catches two fish
Therefore the two fish belong to the caherter captains IFQ?

The fish do not belong to the charter captain, but to the licensed client.  So how can the state establish a quota for captains, when the fish doesn't belong to the captain.  I've taken logic and this sportfishing IFQ is full of falicies.  Please correct me if I'm wrong.
