The only support for such a measure is greed pure and simple.  Out of nothing, boat owners that can show 10 years of whatever level of harvest are given a quaota that is instantly worth cold hard cash.  It also almost gurantees a shutout of anyone interested in becoming a guide, and screws over those that have had a boat for less than 10 years.

What really bites is a buy could have been running a boat for 10 years, sell his fishing business today, and then if this goes through, the new owner of the business won't be able to fish, and the old owner of the boat has an IFQ ready and waiting to sell to the hightest bidder.
