My perspective is that I would like this guy to recieve the stiffest penalty possible because it is people like him that 1) ruin the experience for other (much like snaggers) & 2) sully the reputation hunters/fishermen/outdoorsmen.

For me, I would like to see stiff penalties not because it was the Russian bear, but because of the reasons above.
