Good point, but that thing probably ate someone's bait and they cut the line.  How many times do you see that happen?   I've pulled a dozen hooks out of seagulls beaks for other people in Oregon.  You really have to watch out for those razor sharp beaks too--I saw one guy head to the E.R. for stitches one time trying to get the hook out.  Lots of people just cut the line, then the weights hang off and get wrapped around something.  It's a bummer, but what can you do?  They grab those herring out of the air on the cast sometimes, then you see someone with a seagull kite.
