"Safety ink" in place of flares?

I was telling someone today about my plan to use a 12-guage flare pistol in case I get into real trouble while floating the Alagnak this summer, and she brought up a new one (to me anyway): "why not take some safety distress ink?" or something to that effect.

Apparently the idea is you spill a load of this ink into the water to let people upstream know that you're in a bind.  Other than sounding wierd, it sounds like something that might be illegal with Katmai national forest.

Anyone heard of this or have experience with it?
