Foam Saturation

A friend of mine owns an 9 yr old aluminum boat, I think it's a fishrite. Anyway, he was in the process of replacing his floor boards and realized the buoancy foam injected below deck had become totally suturated with water. Hundreds of pounds worth. Has anyone else had this problem? My boat's 5 years old (Harbercraft). Should I be worried? Removing my deck panels is a real chore. Any advice/expeinces much appreciated.
