As you can see from the definition that YOU clearly posted..."...Adding a jet drive to any boat does not change its equivalent HP rating".
Regardless of the size of the powerhead, if the propshaft/jetdrive HP is rated at 35hp, you have yourself a 35 hp motor. It is impossible to mis-interpret this definition.

Theoretically, you could take a 115hp motor, de-tune it, modify it, and create a motor with a propshaft rating of 35hp and it too would be legal on the Kenai. Mechanically, this would be a nightmare and I don't recommend wasting time or money on such a project, but the point is it could be done and would be perfectly legal.
