It's the powerhead HP

The engine you mention is not legal. The horse power at the power head is what matters. I have a 40 HP w/jet and "de-tune" it to run the Kenai. Mine actually came with no HP stickers from the factory and I got the 35 stickers to put on it when I bought the de-tune part, but never put the stickers on. Technically I'm not leagal, but I don't plan to add stickers to the cowling.
