Make the call to the AK State Troopers(Wasilla Dispatch Office). They would be the ones to write the tickets, if the snow depth measured under your track is less than twelve inches. I would not take anyones word for it except them and then get a name, date and time of call. It is permissible to ride the gas line and then the creek up to the lake with less snow than that, but you cannot deviate your course if the refuge is not open. You are right, the weather down there has not been very stable. If you expect to take the Iditarod or the cutoff trails, be sure. You can expect to find a well used trail to the lake, quite a few people have posted online as having gone out there lately. Most recently, they say the bite has lessened, as it usually does during Jan, Feb, and Mar.  Did you remember to update you license. Seems as though more than a few forgot and got tickets. If you go, good luck on the pike.
