I know you want a straight answer so I waited several days and nobody responded to your question. I don't know the answer either but I think it is ironic that we want 4 wheelers that operate in over 18 inches of water and boats that operate in 4-6 inches of water. I'm guilty too as I have a jet boat and a couple of quads. Good luck on solving your problem.

I'd check the cdi ignition and see if it is shorting out.
