Polaris trouble

  Recently purchased a used Sportsman 700 that when it gets wet above the 18" mark it stalls out and takes any where from 20 to 30 minutes to run again it will start and idle usually but cannot throttle or it coughs and dies out.  Have new belt, seal, plugs, oil and filter to change but am hoping someone can suggest fix for this problem while I am working on these preventive items.  If any one has had this problem before please let me know I will be most appreciative.
