Some people like to neck size only on the theory that if the case is already more closely shaped to the actual chamber dimensions, then more accuracy is given. This is sometimes the situation. With some guns, especially semi-autos, it is suggested that you full length size so that the action will function properly. Some people who hunt, especially dangerous game, like to full length size to ensure that there is the least chance that the cases will not extract properly from the chamber. One fact is that as large production chamber reamers are ued, the dimensions of the chambers will decrease slightly due to tool wear, especially with stainless steels which are inherently more abrasive then carbon steels in many cases. This can make for a slightly undersized chamber, which can exacerbate the situation. There is also the case where the chamber is not perfectly formed and some bench rest shooters even mark the edge of a case rim to ensure that the case goes into the chamber the same way every time.
