Unless you go with the standard suggested C.O.L. as found in any proper reloading manual, there is no "universal" C.O.L. for different rifles chambered for the same cartridge. Magazine lengths, chamber throat dimensions and even bullet weights and shapes play a part in finding the "best" C.O.L. Since you are asking for a "universal" C.O.L. I'll have to assume you are not seeking the best accuracy for the cartridge in these guns, but just one that will work in the various actions you suggest.
