Yes, there is Arctic Gunworks here in the "golden heart city", and he can do this job.  He has the 338-06 reamer and has done them before. I can't speak to the amount of time required but it likely would be a few days, not a few weeks, he isn't too busy right now.  The barrel maker doesn't need the action to make the barrel, the smith will fit, true the action, face the barrel, headspace, cut, crown, and finish as required.  I can do some checking with the smith here as to barrel availability, etc, to help with a quick turn around time.  You could bring it in and he could ship back to you.  I'm sure Wright's and Warbelow's can deliver to your neck of the Tundra.
