I have both rifles you mentioned.  The TI is a 7mm-08 and it is very accurate rifle.  I have shot quite a few groups that are under 3/4" with this rifle.  Much better than I thought it would do.  The Tikka T-3 is a 300 WSM and it is also a very accurate rifle.  I have been trying to decide between the 2 for my sheep hunt this year.  The TI is 1 pound less weight but by no means is the T3 a heavy gun.  All up my T3 is at 7lbs 2ozs.  I will probably end up using the T3 as I like having a little more power and I shoot it better off hand because it does weigh a little more.
For the money a Tikka T3 is hard to beat.........I would just buy a T3 and then use the extra money to buy a Leupold 2.5-8 to top it off.  I'm seriously thinking of buying another one in .338!
