Burton,

If you have reached the limit of the elevation adjustment, try reversing the rings.  Put the front ring on the rear and the rear on the front.  There is some difference in the hight of the rings, a few thousandths, and this may help.  A cheap fix, maybe, or it may get worse. Ruger rings don't shim very well.  I still don't know what the exact problem is though.
