You should submit the application by mail.  Send 3 different duplicates over the space of 1 week should be fine.  Your question about us and changing our guns laws really just boils down to the fact that those who make the laws have no experience with using guns, have never owned guns and make laws against the recomedations of police to appease the complaints of the majority of the country who just don't know what they are talking about.  A prohibited firearm in canada is in part based on how "bad" it looks.  Really, the looks of the rifle contribute to if you can own it or not.  Anyway I appreciate the offer to come to alaska and I will definately do that in the near future.  If you ever have any other customs questions I'll do what I can to find out answeres for you.
