21D is mostly a draw hunt now. Application period is currently open for it. Otherwise, you can get a registration permit and you'll have to cut one palm of your moose if your successful.
21C is pretty much unaccessible by boat. Melozi river has rapids/waterfall a short ways up.
There are accessible moose in 21D between Ruby and Kaltag. Just have to get out and hunt for them.
The Yukon R. above Eagle has a 20 day season and is an open hunt.
