ADFG Funding

ADFG derives its funding from the sales of licenses and tags, along with federal matching funds from the Pittman-Robertson and Dingell-Johnson/Wallop-Breaux programs. ADFG does not generally receive any (significant) general fund monies. The majority of ADFG funding comes from the sale of non-res licenses and tags.

I think the last one will answer a lot of your questions. If you take a look at the charts, you'll see that out of all the millions in funding, only 2 or 3 thousand dollars came from general fund monies.
ADFG hasn't had a license increase since 1994. They can't keep up with inflation; the cost of everything has gone up while their funding essentially remained the same. I hope this answered your questions.
