I agree, art. I personally have witnessed natives come by us on the river in boats, pull out their guns and blast a group of caribou, then start up their boats and proceed down the river...doing nothing with the animals.....just because they can.  These are the people wasting the game!!!  Sure, you'll have a few renegade non-residents who don't care for their meat properly, but they are a small percentage of the problem.  They could have check stations that every hunter has to go through once they get back to town, just like in the lower would cost a lot less than the money it takes to fly all those airplanes around checking on camps in the field.  I totally agree with your comments about proposition 142.  I hope they reconsider.
