The reason so few *actually* hunt after being drawn is simple.  On the surface it looks like a good pct. to get drawn, then folks try to figger access.  It ain't easy!  Lots of walking, lots of trips out if successful.  But, F&G count on half NOT hunting when they calculate the number of permits to issue.  

It's pretty much a horseback hunt or line up horseback outfitting for the pack out.
