In some areas of the state subsistance really does take place whether you like it or not.  I do not know many natives out here who shoot birds and do not pick them up, they are more conservative with their shotgun shells than anyone I know.  Many of the waterfowl hunters hunt when birds first come back, shoot mostly drakes, and then do not hunt them anymore.  The season may be open for most of the summer, but that does not mean people are taking advantage of it.
