a few different ideas on this one being a guide...
some guides set up camps before the clients arrive to help speed things along, that may be what you've found.
small chance its a dummy tent, for the three week season on the peninsula most outfitters are gung ho, not dinkin' around with false camps. waste of time and money and flying weather.
someone might have just set it up and is out scouting/hunting and very little sign will be around, i keep all my gear in my tent so a flyover wouldn't mean much with my camps.
more popular among sheep guides since are so very few legal sheep, but theres not really a shortage of legal bears.
also double check who's land your own....could be a informant letting the land owners know whos doing whta out there, big money in native and private land leases for guiding on the peninsula.
again as mentioned before, free country, just be courtious and hunt hard, early early and late late and every minute inbetween!!
