unused permits

I did read that and forgot about that factor because Nunivak Ox is a micro managed hunt.  They know that if they give 30 permits, 30 muskox will be taken.

It would make sense to put limits on the years you could apply.  Maybe 4 or 5 years for Tok Sheep, 5 years for Nunivak Ox, 10 years for Bison.  FYI, the Farewell Hunt can be a pretty tough program and success is not always eminient.
