Unused permits

Kusko - As others have pointed out, F&G figures the statistical average of unhunted permits into their calculations of how many permits are given out.  If this idea were applied to all of the most sought after permits, the number of permits issued in a drawing would go way down.  This would hurt all of our chances, not help them.  That 1% draw would become a 0.5% draw, and so on.  I'd hate to see that happen.

What I would like to see happen, incidentally, is to make 14C Ram permits a once every 4 years permit like Tok.  Seems like that would help, if only a bit.
