Amend the Draw System

First of all, I like the random draw, but I think it can be improved. I too would like to submit a bonus point system. WAIT, before you move to the next thread, listen to this idea.

Currently for Nunivak Island Muskox, if the random permit winner is unable to go, what they do here is issue the returned permit to the next person in line as per the random draw. My suggestion is to do this for ALL of the most sought after permits, but, with a point system.

Hear me out before you move on. :) My idea would be to give a point to every applicant when they apply. If they don't draw, then the applicants with the most number of points will go into a separate lottery for any left over tags. By doing this, it will at least give a person a chance of drawing a tag before they are dead.

So, if you are then drawn for this second chance, you will go back to zero on the point system. My hope for this would be for the 60 year old guy with 50 points to have a chance of getting that Delta Bison or Nunivak Ox or Tok Sheep permit.

What do you think? If cost is an issue, then charge an extra $5 for a point. If you don't want a point, no extra charge.
