I talked to a neighbor who works for BLM, who said that the Alaska Fire Service was planning to burn about 20,000 acres along the river in the area of Donnelly Dome for fire breaks needed for Army training.  According to my neighbor the area is near the spring calving areabut couldn't confirm if the state was cancelling the draw hunts.  You might want to check on your source.  I know the Army doing a lot of development around Ft Greely but I don't see why this would cause the state to cancel the hunt.
