sheep habitat

I was just reading on the internet where fish and game conducted controlled burns to enhance Winter sheep habitat. I cant imagine how this is done. Does anyone know where they did this and what they burned? I thought sheep eat grass and small plants so I cant imagine how they burned the stuff. Any ideas? Just curious.
