bugs on the tundra.

What time of the year does the frost start to thin the bugs out? Here in idaho the misquitoes and horse flies are completely gone by mid septmember. Is it the same up there? I would imagine that far north the frost should come a litle earlier and put an end to those blood sucking bugs!
