rotating angled scopes

I think that would depend on the particular model and how you are using it. My Leica has a locking eyepiece, so if you have it mounted to a tripod the answer would be no. Maybe you could tilt the head on the tripod if your tripod does that. If you are just setting the scope on a jacket or pack, etc, then you could do that.
