I just recieved my permit to hunt on CIRI land this fall.  They were very easy to work with and gave no preference as far as I could tell.  It was first come/first served, and that is what happened.  There is no user fee, they only ask that you treat the land with respect and send them a report about your activities after you are done.  I was very impressed!!
