maximum sustained yield

when the human populastion is growing, and more and more hunters are taking to the field EXPECTING to be successful, how do you determine MSY???  by definition, MSY is just that...MAXIMUM. to what ends are we willing to go to increase harvest?...is it MSY with healthy populations of game across the board? or are we after MSY at the expense of all but the ungulate population? shouldn't bears also be managed under MSY?
where do you draw the line?
i think MSY has been reached in many areas, and the answer, though obviously unpopular, is for the human demand on our moose population to be curtailed.
after all, what is it that determines a biological emergency? moose overbrowsing? bears foraging as they always have? or is it the weekend hunter on his ATV that comes home without "his" moose?
