What I'm referring to is the discrepancy in bag limits in varying units. Some units are one bear every regulatory year, while others are one every 4 years. There's not much to stop someone from hunting in a 4-year area but claiming the bear was killed in a 1-year area. It's certainly a different situation with the selling of hides, but not a new practice if people do indeed lie about where it was killed.
