The practice of lying about the unit in which a bear was killed is nothing new, the stakes are just different in this case.  What I'm referring to is the discrepancy in bag limits in varying units.  Some units are one bear every regulatory year, while others are one every 4 years.  There's not much to stop someone from hunting in a 4-year area but claiming the bear was killed in a 1-year area.  It's certainly a different situation with the selling of hides, but not a new practice if people do indeed lie about where it was killed.
