I usually put in for 2 14C choices and Tok as my 3rd choice. Lots of advantages and disadvantages to each.  14C is great for all the reasons you stated, but you get a more limited hunt window in a smaller area with more limited means of transport. Tok has the long season, no access restrictions and the highest percentage of 40 inch+ rams of anywhere in the state.  Although Tok is managed specifically as a trophy area, Chugach rams are heavier in general.  I think any sheep hunter would be thrilled with any of the 14C, TMA or Delta tags.  I'd guess the guys who put in only for Delta and Tok are outside of the Anchorage area.
