Your experience with having to skin out the bear while obviously wounded from your attack is why many people don't report bear kills that are self defense. Some people aren't qualified to do a good skinning job anyway. The purpose of that law is to keep people from claiming self defense and going back later for the skull. Many people think if ADF&G wants the hide & skull so bad they can go get it themselves. It's bad enough luck to be attacked by a bear, having to salvage it too can be a burdon. What if you and your partner already have a moose down. Having to deal with a bear could cause some of your moose to go to waste.

Just food for thought. Not condoning doing anything illegal. I just know it happens.
