Some people aren't qualified to do a good skinning job anyway. The purpose of that law is to keep people from claiming self defense and going back later for the skull. Many people think if ADF&G wants the hide & skull so bad they can go get it themselves. It's bad enough luck to be attacked by a bear, having to salvage it too can be a burdon. What if you and your partner already have a moose down. Having to deal with a bear could cause some of your moose to go to waste.
