that charges hunters to hunt big game is a scam artist by your definition, as a private land elk hunt is almost always more expensive than a deer hunt, where trophy quality is similar.  If this is such a scam, I wonder why the millions of hunters down there don't have their panties in a wad over the practice like some of you on this board?

The purpose of ANCSA was to bring the Natives into the (then) 20th century capitalistic society - looks like it is working.
