That is POW Island Bear meat.

It can be prety rank even in spring. There are inland Bear even on the Islands that don't go fish much or at all. That meat is very good.

The law states that you must salvage (spring only) some portions (quarters and backstrap) from the field. Once removed from the field you can do what you want with it. Except use it for commercial fishing bait. You can use it for personal use fishing bait.

Wildlife Protection has wavered several times in the interpretation of the law since it passed a few years ago requiring SE Black Bear meat salvage.
