I usually carry my rifle loaded and on safety. When I am transporting it on a 4 wheeler or in a vehicle the chamber is empty with the firing pin released. I grew up in Iowa and we hunted pheasants in groups and you must hunt with a loaded shotgun in these situations or the bird would be long gone before you could react. I fail to see the difference in the ability to carry a shotgun fully loaded and on safe and doing the same with a rifle.
