What's going on with the feds is they were unhappy with the state over the subsistance issue. The state refused to enact a rural priority. Not a native priority, but a rural one. So the feds decided to start setting seasons on federal land with the subsistance priority in place. It's an effort to get the state to capitulate on subsistance. The feds were happy to let the state manage wildlife before this issue came up. By taking over, the feds had to hire biologists and study herds, print reg books, ect. and that all costs money. For the most part the fed's regs mirrored the state regs, but there were a few minor differences in times, bag limits, and when doe season starts. I think they run things by the state managers and compare notes, so they don't do something completely out of line and create a disaster like make bag limits too liberal. For the most part the fed regs favor people living in the local GMU over the rest of the people in the state. For a limited hunt like say out local moose, it helps the locals get more opportunity to fill their freezers. But with deer, I don't know why they bother. The locals get all the deer they want hunting the state hunt. Maybe it's just to have something in place if we get some bad winters and the deer herd shrinks.
