I'm not sure I understand.  I said you pay the fee whether you are successful or not.  Same as with contracting a hunt with a guide.  The fee you pay does not guarantee you a kill.  It is an activity fee and access fee.  They are not selling the animal.  Merely putting a different value on the activity you are wanting to pursue.
