Again, depends on situation.  Mine is either empty, or there is a round in the chamber but the firing pin is down (rifle uncocked).  I learned that long ago.  Regardless, there is always a point away from camp that we all check and insure the chambers are empty, no loaded rifles in camp.  Transporting a rifle in a raft, vehicle, etc. chambers are always empty, that includes during the time we are loading up, etc.
