If you want to give permission to some and not to others ,OK. If you want to charge the same for any activity access, OK. If you own the land and want to charge based on supply & demand , different rates for different activities, thats your right. That is the way it should be in the USA. Respect private property owners rights. Not all owners of a native land holding will be in favor of opening the land to outsiders even though their board has voted for acess by fee. They can persuade to close their property ,the same as a rancher might because of abuse of private rights. You're right is to pay the fee to hunt, or hunt public lands for free.
