That is my point.  They charge you the fee whether you kill a bear or not.  They are not charging you for the animal or they would not charge you unless you killed one.

It is an access and activity fee.  The difference is they know they can charge bear hunters more because bear hunting is seen as a higher valued activity than deer hunting.  Just like a guide would charge you more for a brown bear hunt than a deer hunt.
