It is a document written in common language for the common man to understand. The feds have simply usurped the authority to regulate wildlife on federal lands. Unfortunately we had a weak govenor, Tony Knowles, who chose to give up the state's authority (over state waterways) to gain political points. I am not impressed with the other govenors who have not pressed the issue either. The average Alaskan does not have the money, time or expertise to challenge the federal government.
