Alaska's Native people have a much different setup than the rest of the U.S. If you really want to understand it, you need to read about ANCSA. This act of Congress set up 13 regional Native-owned corporations and gave each corporation a large selection of land. These corporations used the land to enter the businesses of their choice with varying degrees of success. Without going too deep into this, what it means in practice is that Alaska's Native groups own their land, but it is not considered to be a sovereign nation. Their land is subject to state and federal game laws (and gaming laws, incidentally...there are no casinos here). So your scenario wouldn't apply exactly the same here.
